29Went here yesterday, I started on the first step for getting a Non-professional license at around 9: 30am. Was able to get the "receipt" that can act as your license at around 5pm. I also waited for another 3hrs just to get my Driver's License card. All in all the experience was so horrible as the process is slow. The waiting area is well air-conditioned but access to mobile internet is the worst. The review room has no air-conditioner it was like a sauna bath. The driving test was done on another location inside the compound. A pretty basic circular track with downhill and uphill ramp.
Kailangan mong mag spend ng 2days. Dalawang araw. 7 steps as posted sa tarpauline nila ang process ng pagkuha ng liscense naging 9. Sa 1st step palang may finill-up an ka nang form, then pipicturan kana at kukunin signature mo.after mong mag eexam kapag pumasa ka mag babayad kana (6th step) then releasing (7th or final), pero naisingit pa in between na may fifill-upan na namang form pupunuan mo ng info na napunan mo na since 1st step, tpos maghihintay kana naman 1hr or more tatawagin ka ulit para picturan ulit. Another more than 1hr wait for releasing. Panalong panalo for 2 days
Arrived 8am, it's past 4pm and I'm still waiting for releasing. If this is how long it takes to get a license no wonder people opt for fixers.

Got there at 8.30 am for adding a new restriction. License was released at 5.25pm, and still over 100 people waiting
If you are not sure of the steps in getting a license, there's a help desk where you can ask and get a number.
It's normally a 4 step process but there is just too many applicants so you need to be prepared to spend 2 to 3 hours before you can get the license. There is an aircon where you will wait but it still get too hot. So bring water, fan, snack and something to entertain you (readables, gaming gadget, etc).
We had to convert our foreign licenses into Oilipino ones.
We were at counter 14 at 8: 15am. After that we were sent to do the medical test at a clinic close to the building. That was done very fast too. Came back to LTO, completed the paperwork, payed, waited 10 more mins and got the (paper temporary) driver's licenses. We were ready at 9: 25am.
Probably better organized than in a lot of European countries.
Staff was nice and helpful.
30 minutes i didn't believe in that.
I went here for my Driver license. A fixer outside told me that i should have waited hours. When i went inside it was really hot but at least it was really fast. The staff is really courteous and professional.
